Calls for proposals in the field of technological research and development

General information

I. The Central Technological Development Programme

The aim of the Central Technological Development Programme established by the Government Order Nr. VII. 10. 98/1996 is to promote

1. the technological development and innovation connected to the international scientific technological development that is efficient on national economical level and that has a significant effect on the development of the Hungarian society and economy, Euro-Atlantic integration, technological modernisation;

2. the realisation of technological innovation of public utility

3. the realisation of innovation aims, which improve competitiveness, which harmonise with the interest of the entrepreneurs but which would exceed their financial risk taking possibilities;

4. the dissemination of exploitable research and development results, the fastening of their practical use and spreading.

According to the government order 217/1998 (XII.30.) and 163/2001. (IX. 14.), the law nr CXXXIII of 2000 and other valid decrees, we hereby announce the following calls for proposals in the field of technological development.

II. The aim and content of the calls

A. Thematic calls

1. Applied research and development (ALK)

The aim of the call is to help with national instruments the realisation of high quality technological development actions and the research and experimental development tasks connected to them, through which

• the competitiveness and growth of the Hungarian economy improves

• the domestic R&D capacities further develop

• besides the fulfilment of environmental protection and energy saving aspects, the quality of products, technologies and services and the meeting of European Union technical regulations improve; furthermore

• Hungary’s participation in the international scientific and technological partnership improves.

The content of the call is applied research and development actions without speciality limitations.

2. Biotechnology (BIO)

The aim of the call is the improvement of the exploitability of the Hungarian biotechnology knowledge, the support of Hungarian research and development in the field of applied biotechnology, the improvement of biotechnology enterprises’ competitiveness by the creation of modern biotechnology products, processes and services, which represent a high value and become marketable and with the development of applications of public utility, at which the advantages can be reached without the endangerment of human health and the environment, with the respect of ethical requirements.

The content of the call

1. Food safety, food industry biotechnology applications;

2. Fitotechnology, pest control biotechnology applications;

3. Bioconversion, application of biotechnology in industrial production technologies

4. Bioremediation, the environmental protection applications of biotechnology;

5. The application of biotechnology in animal husbandry and animal health control;

6. Biomedicine, bio-pharmacology, human therapy and diagnostic applications

7. Bioinformatics-genomics

8. Functional, supplementary actions

3. Info-communication technologies and applications (IKTA)

The aim of the call is to support of the design and trial of instruments, services and processes that are becoming marketable and the support of applications of public utility in the field of the applications of information and communication technologies. The accentuated aim is the strengthening of the contacts of research and development workshops and of the economy, the promotion of the exploitation of research and development results in the higher education. A further aim is the development of the informatics systems of health care and education and the support of applications of public utility, which contribute to the spread of e-learning, increase the safety of information systems and improve the life circumstances of people with decreased working ability.

The content of the call

1. Information services (research and development in this area should aim at the satisfaction of the concrete demands of the services provided on the basis of existing technology);

2. Information and knowledge management (research and development in this area should aim at technological solutions for the improvement of the quality and the fastening of storing, ordering and reaching data);

3. information and communication technologies (research and development in this area should aim at technological innovation).

4. Technological development in the field of environmental protection (KMF)

The basic aim of the call is to help the completion of the environmental tasks required by the accession to the European Union,

• the development of processes and products resulting in the prevention and decrease of environmental pollution,

• developments aiming at the modern recycling and handling of waste,

• the improvement of the competitiveness of environmental protection industry,

• actions improving the efficiency of environmental awareness.

The content of the call

1. The decrease, abolition of waste production in production technologies, development of “cleaner” products;

2. The application of processes, equipment and renewable energy sources resulting in decrease of environmental pollution of energetic and traffic origins;

3. Development of efficient methods and equipment in the field of waste water treatment, primarily applicable in small settlements;

4. Salvage processes and of waste with energetic and production aims and their equipment; the development of the means and methods of modern waste treatment;

5. Development of methods and equipment aiming at the amendment of the quality of air, soil, ground and underground waters;

6. Development of competitive equipment and machinery for environmental protection;

7. Educational actions for the promotion of environmental protection awareness.

B. Calls in the field of facility building and networking

5. The development of the human resources of research and innovation (EEF)

The aim of the call is the development of human resources of research and innovation at companies.

• It should facilitate the employment of new qualified personnel with technical, nature science and economical degrees and the creation of new R&D positions at small and medium-sized enterprises for production-, service- and technology-related development and in order to reach a better market position;

• It should help the research activities of company specialists who perform their activity in a defined time period in publicly financed research sites or in the higher education in order to disseminate the new scientific results, to increase the knowledge base of company specialists and to increase the scientific and innovation co-operation.

The content of the call

• The creation of new research and development positions at small and medium sized enterprises;

• Research and development activities of company specialists in the higher education or at publicly financed institutions.

6. The development and usage of instruments at the research sites (KMA)

The aim and content of the call

• the facilitation of enhancement and renewal of research and development instruments,

• accreditation of measurement activities

• and the requisition of supplementary instrument capacities at the domestic research sites.

7. High Tech (CST)

The aim of the call is to help the establishment of a new high tech technology research site as an individual enterprise or as an individual economic department of an enterprise.

The content of the call

• The strengthening of individual research and development activity in the company

• The strengthening of the co-operation of companies and non-profit oriented research institutes

• The amprovment of employment in the circle of research and developőment specialists.

8. Integrator (ITR)

The aim of the call is the support of experimental development of domestic small and medium-sized enterprises, through which the quality, international competitiveness, thrift of the products improves and they become capable of technological co-operation networking as long-term importer for large enterprises.
