Objectives:	Distance Education Centre– L-Change project The Distance Education Centre of the Budapest University of Technology and Economics has been participated effectively in a high numbers of international projects. Presently the most significant project funded by the European Community in which the Centre represents Hungary named the L-Change Observatory project. The project was launched in the beginning of 2001, but the Distance Education Centre joined in this international initiative only in the January of 2002. The main aims of the project are to monitor and analyse all IT changes and developments that affect and take place in (pubic) education, vocational-, adult training and lifelong learning, furthermore to create a constantly updated database on the developments and trends of the European IST market. The project monitors developments, policies, researches occured in the IST sector of the countries involved in the project and all the initiatives that affect education and training in order to establish a reliable evaluation on the current actualities in Europe and give an updated, as precise forecast of future changes in the European IST industry as possible. The main activities of the L-Change Observatory partners include systematic news and press review on IST in education and training, systematic research in the strategies and innovative practices of companies, institutions presented in IST sector. Each partner is obliged to present a country report in the end of every year until the end of the project including the most important IT facts, events, figures, data and policies of the actual year. The report is expected to include an updated forecast on IST changes in education and training for the following few years as well. The country reports are titled as “Change in European Education and Training Systems related to IST”.
